help my sister

my sister is 25 years old she has 4 beautiful children.she has lost everything to her heroin addiction. she has no family left thats willing to help her except for me her big sister. she wants to quit but she says the only way to do it is by getting out of the runned down drug infested town she lives in.she wants to come stay w me. its far away from where she is. i want to take her in and help her but she has stolen from our family before. thats my main fear. she promised it would be diffrent if she was away from the town and had no resources to get h. what should i do everyting in me is saying take her under your arm no matter what happens its your duty as a sister.i fear if i dont she will die her health is very bad already. i want to try to get her in a outpatient program but wonder if she needs more then that.can she do it in outpatient living with me. is there any success in that .i have no idea what to do:(
