I think there should be proper system of licensing of such clubs and frequent checks where there is a probability of illegal use of club drugs.
What do you guys say?

It's not a bad idea if say a club is the one fronting the drugs, but there is only so much a club can reasonably do if they want to stay in business.
Fact of life is that these drugs aren't going to go anywhere no matter what anyone does. The stricter the enforcement, the greater the abuse, so it leads to believe that it would be a thin line to walk for such.
